Разумеется нужно судить всех кто участвовал в преступлениях. Обстрел Белого Дома в 1993м преступлением не был (вроде пытались возбудить дело но не вышло). Преступлением был мятеж Руцкого и Хасбулатова - но их всех быстро амнистировали.
